Barry A. Denofsky

Mr. Denofsky is a security and intelligence professional with 35 years combined service with the Royal Canadian Mounted Police (RCMP) and the Canadian Security Intelligence Service (CSIS). In CSIS, Mr. Denofsky was the Director General of Counter-Intelligence (CI), and the Research, Analysis, and Production Branch (RAP). AS DG RAP, in addition to the identification, production and dissemination of all source intelligence assessments for government and allied consumers, Mr. Denofsky had responsibility for the production of threat and risk assessments for government clients and the development and enhancement of national and international partnerships with a focus on intelligence sharing.


David E. Barr

Mr. Barr is a retired senior Infantry Officer with over 38 years experience in the Canadian Forces and United Nations. He has served in a broad range of command and staff appointments in Princess Patricia’s Canadian Light Infantry, the Canadian Airborne Regiment, Joint Task Force 2, and as the Founding Commander of Canadian Special Operations Command (CANSOCOM). He completed three operational command tours abroad (two in the Balkans as both a Company and Battle Group Commander) and one as Commander CANSOF Task Force Afghanistan where he earned the Bronze Star.

He has unique interagency and multinational strategic planning experience. He was the Chief of Staff for military security for both the first “post-9/11” G8 Summit and the 2010 Winter Olympics. At the United Nations (UN) he was the Chief of Military Plans in the Department of Peacekeeping Operations.

Post-retirement, he has deployed three times to the Ukraine (the Donbas) as an Election Observer and once to Niger as part of a US State Department-contracted Global Peace Operations Initiative Team training African units for UN Peacekeeping missions.


Donald W Corbett

Mr. Corbett is a retired Military Engineer Officer with overy forty-two years experience. He has served in a broad range of command and staff billets involving combat and construction engineering, scientific and technical intelligence, joint operations planning, project management, training, disaster relief, range clearance and doctrine writing. He was the first Canadian Liaison Officer to the US Joint IED Defeat organization (2005-2008) and went on to become the Deputy Commander/Chief of EOD for the CF Counter IED Task Force. He is an experienced project manager who successfully led several joint capability creation projects valued at over $800M post 9/11. He has instructed in both the CF and British Army on various aspects of military engineering and has extensive experience in developing international and inter-agency/department cooperation. He has worked closely with Canada's NATO Allies and Canadian Police Services primarily in the areas of Explosive Ordnance Disposal and Counter IED.


Robert C. Fahlman O.O.M.

Criminal Intelligence (Retd)

Robert C. Fahlman brings extensive domestic and international experience in the domains of intelligence systems architecture, governance modeling, intelligence analysis, strategic early warning systems and global threat-risk assessment. Robert retired from the Royal Canadian Mounted Police (RCMP) in 2011 as Director General, Criminal Intelligence after 35 years of distinguished service. As Director General, he was responsible for intelligence policy, governance and doctrine, professional standards and training, domestic and international partnerships, research, development and innovation. From 2002 to 2008, Robert was detached to Criminal Intelligence Service Canada (CISC) as Deputy Director General, Intelligence Analysis and Knowledge Development, CISC. Prior to August 2002, Robert was seconded by the RCMP to Interpol General Secretariat in Lyon, France (May 1999 to August 2002) where he was Assistant Director responsible for Interpol's global Criminal Intelligence Program.

Robert has worked in over 30 countries as a consultant in the field of intelligence systems with a focus on intelligence governance, doctrine, threat-risk assessment, early warning and intelligence program development. He has written numerous articles in this field and conducted training seminars for both practitioners and executives. Robert has a Bachelor of Applied Arts (Journalism) from Ryerson University, Toronto and has completed additional studies at Carleton University, Ottawa; the Canadian Police College, Ottawa; the RCMP Training Academy, Regina; Queens University, Kingston; and, Georgetown University, Washington, D.C., USA. In 1992, Robert was awarded the Canada 125 Medal in recognition of his distinguished service to the Government of Canada; and in 2011, Robert was appointed as an Office of the Order of Merit of the Police Forces (O.O.M.) by the Governor General of Canada.


Phil Gurski MA

Mr. Phil Gurski is the President and CEO of Borealis Threat and Risk Consulting (www.borealisthreatandrisk.com). He worked as a senior strategic analyst at CSIS (Canadian Security Intelligence Service) from 2001-2013, specializing in Al Qaeda/Islamic State-inspired violent extremism and radicalization. From 1983 to 2001 he was employed as a senior multilingual analyst at Communications Security Establishment, specialising in the Middle East. He also served as senior special advisor in the National Security Directorate at Public Safety Canada from 2013 until his retirement from the civil service in May 2015, and as consultant for the Ontario Provincial Police’s Anti-Terrorism Section (PATS) in 2015. Mr. Gurski has presented on Al Qaeda/Islamic State-inspired violent extremism and radicalization across Canada and around the world. He is the author of “The Threat from Within: Recognizing Al Qaeda-inspired Radicalization and Terrorism in the West” (Rowman and Littlefield) and the forthcoming “Western Foreign Fighters: the threat to homeland and international security”. He regularly blogs (Terrorism in Canada and the West – available on his Web site) and tweets (@borealissaves) on terrorism.


Ryan LaPalm BSc Hons

Mr. LaPalm is a pilot with 29 years of experience in military operations where he was employed in a variety of training, standards, and command positions. He served on Pilot Training, Electronic Warfare, Air Transport, and Search and Rescue Squadrons. He is a specialist in Flight Safety, Human Factors, and Crew Resource Management. He has served in the air with multinational forces during the Gulf War as well as on the ground as a United Nations Military Observer in Yugoslavia. He speaks first hand to the effects of the fog and friction of war in the context of command, control, and communications.

Mr. LaPalm holds a Masters Certificate in Project Management from the University of Victoria. He is the President of Windshear Consulting Services, where he provides aviation consulting services to the private sector. During the Canadian Forces (CF) operations in Afghanistan he assisted in the development of the MacDonald Dettwiler and Associates (MDA) Ltd proposal for the provision of Heron UAV services. He subsequently served as the contracted operations officer for the MDA Heron training unit at CFB Suffield.


Byron K. MacKenzie CD

Mr. MacKenzie is a highly skilled Intelligence Operator with over 38 years of Canadian military experience. He is a proven leader in high stress, high-volume workflow situations that demand creative problem solving. His leadership strengths are in mentoring, project management, resource and time management, customer relations, and inter-departmental organization and coordination. His technical expertise encompasses: tactical, operational, strategic, security, imagery, and technical intelligence analysis; collection coordination and intelligence requirements management; intelligence training design, development, and delivery; and information technologies pertaining to program/database development and related training. Mr MacKenzie is a qualified Unit Security Supervisor, Interrogator, and Tactical Questioning Instructor.

During his career, Mr. MacKenzie served with Air Defence Artillery and 4 Wing Intelligence in Germany, 1 Canadian Mechanized Brigade Group Intelligence, the Canadian Forces Joint Imagery Centre, and the Intelligence Division of National Defence Headquarters where he finished his career with the Directorate of Scientific and Technical as the Directorate Sergeant-Major and Technical Intelligence Coordinator. Mr MacKenzie completed multiple operational deployments in both the Former Yugoslavia (Bosnia) and Afghanistan.


Albert Martineau CD

Mr. Martineau is a highly qualified Intelligence Operator with 28 years of experience in intelligence collection, collection management, information management, intelligence analysis, intelligence training, intelligence programs/systems development, and is an expert in the organization and management of all source multi-function Intelligence units. Mr. Martineau is a specialist in the field of Human Intelligence (HUMINT) operations, Counter-Intelligence operations, and Non Verbal Communication (NVC). He has extensive national and international operational experience at the tactical, operational and strategic level including special operations. During his career, Mr. Martineau was involved in many Special Operations.

His military operational experiences and assignments included: Counter Intelligence Operator and analyst with the 1st Canadian Division Forward Counter-Intelligence Section in Germany (1989-1992); Counter-intelligence Support to OP BOLSTER in Croatia (1991-1992); Debriefer/Interviewer in support of OP HARMONY in Croatia (1994); Collator, analyst and debriefer in support of OP ASSURANCE during the Zairian crisis (1996-1997); HUMINT Operator with AMIB during OP PALLADIUM in Bosnia (1997-1998); Operations Warrant Officer with the 1 (CA) Field HUMINT Team in Bosnia (2000-2001); Canadian Defence Attaché Admin Assistant (CDAAA) with CDAO Indonesia (2003-2006); J2 Sergeant Major of Joint Task Force Central/Land Force Central Area J2 (JTFC/LFCA J2) (2006-2010).


David A. Milne BA CPFA CMA CPA

Mr. Milne is a chartered and certified accountant with 28 years of service with National Defence. His most recent appointment at Defence was as a senior financial analyst for the Assistant Deputy Minister of Finance and Corporate Services. He has extensive experience with strategic level Business Planning and Business Continuity Planning for the Deputy Chief of Defence Staff, the Assistant Deputy Minister Information Management and the Operations Research Division. He has over ten years experience providing specific and strategic financial analysis of the Department's fifteen-year capital program, providing direct guidance to senior executives of the Canadian Forces and the Department. He prepared strategic financial reports for consideration by Ministers of the Cabinet of the Government of Canada.


George Davidson "Tim" Smith CD PhD

Mr. Smith is a former Armoured Corps officer with 14 years Command and Staff service in North America, Europe, Middle East, Cyprus, and Vietnam. He also spent eight years in US maritime shipping and the ocean salvage industry. In 1988 he joined the Ministry of the Solicitor General (Canada), was appointed Chief of Staff and principal author, Interdepartmental Counter-Terrorism Task Force. He then transferred to CSIS as Strategic Analyst and Counter-terrorism specialist. From 1993-2006 he was the Deputy Director-General Research, Analysis, and Production Branch (RAP), with responsibility for Strategic and Emerging Issues and Domestic Analysis. He retired from Public Service in 2006 but was recalled from 2007 until 2009 to write Security Certificates against accused terrorists. He holds a PhD (International Relations), with a specialty in counter-terrorism, from Aberdeen University, Scotland. He is the author of Combating Terrorism, as well as contributions to various edited volumes and a number of journal articles.


Paul M. Thobo-Carlsen CD BA MDS pcsc

Mr. Thobo-Carlsen is a former Military Police Officer with over thirty years of experience in the areas of policing, security, Force Protection (FP) and counter-intelligence. His military career included leadership of key security and police organizations, as well as several staff and training roles, and was highlighted by his command of the Canadian Forces Counter-Intelligence Unit (providing military counter-espionage and counter-terrorism services at the tactical, operational and strategic levels) and the Air Force Military Police Group (providing a full range of military policing services for all Royal Canadian Air Force bases).

He has worked with all levels of government and numerous partner agencies both domestically and internationally. His operational deployments include: Québec in 1990 during the Oka crisis; Qatar in 1991 during the First Gulf War; the former Yugoslavia from 1992 to 93 with UNPROFOR; and the United Arab Emirates in 2001 in support of Canadian operations in Afghanistan. He served on exchange with the United States Air Force, Headquarters Air Combat Command (Security Forces Directorate), and was awarded the US Meritorious Service Medal for his efforts in providing staff support to Operation ENDURING FREEDOM (Afghanistan) and Operation IRAQI FREEDOM. He also served as head of the Royal Canadian Air Force delegation at the Air and Space Interoperability Council FP working group and represented Canada at the NATO Air FP working group. He is experienced in the development and application of security policies and the assessment of threats, vulnerabilities, and risks.
